The Municipal Planning Code (MPC) of the Commonwealth of Pennsylvania requires a municipality who have a Comprehensive Plan to update it about every ten years. This update was done from March 2002 to March 2003 when it was adopted by the Board of Supervisors.
The Comprehensive Plan is a general policy guide for the physical development of a municipality. The MPC requires that a comprehensive plan consider many factors which influence a community such as location, character and timing of future development to name a few. It is document that states basic objectives and policies that guides municipal leaders in their decision making process. Although the Comprehensive Plan is not a legal document it does have a strong influence on the land use ordinances and regulations adopted by the Board of Supervisors.
As depicted by the figure below there are a number of municipal parts which must come together to make an effective Plan. As noted this takes in some of the major components of community life and in one way or another touches the lives of all township residents.
The process used to develop this plan involved a number of township residents some of whom are members of township boards, commissions and associations. This group acted as the Focus Group who participated in an analysis of the township's strengths, weaknesses, opportunity and threats (SWOT). With this information our consultant Urban Research and Development Corp. put together the Plan. The Focus Group then became the Challenge Team whereby they challenged the URDC draft Plans. The process used is shown in the following figure.
