PALMER TOWNSHIP BOARD OF SUPERVISORS

GENERAL BUSINESS MEETING

SEPTEMBER 5, 2006

 

      A general business meeting of the Palmer Township Board of Supervisors was held on Tuesday, September 5, 2006 at 7:00 p.m. in the community room of the Palmer Library with all supervisors in attendance.  Also in attendance were the Township Manager, Public Services Director, and Township Solicitor.  Colver convened the meeting and led those present in the Pledge to the Flag.  

     

2.   APPROVAL OF DISBURSEMENT OF FUNDS – SEPTEMBER 5, 2006

 

      INFORMATION

 

      The report will be provided at the meeting.

 

      DISCUSSION

 

      On motion by Mitchell, seconded by Panella, and agreed by all, the Board approved the disbursement of funds for September 5, 2006.

 

3.      APPROVAL OF MINUTES – AUGUST 29, 2006

 

      DISCUSSION

 

      Bruno noted that the motions for Milford Street Self Storage and the Cheerleading School should include a voluntary traffic contribution of $1,000 per p.m. peak hour trip.  Bruno also added to the motion for the Rosemont rezoning request “conditioned upon” the applicant submitting a land development plan. 

 

      On motion by Lammi, seconded by Smith, and agreed by four, the Board approved the minutes of August 29, 2006 with the above changes.  Panella abstained because she was absent at the August 29th meeting.

     

4.   PUBLIC COMMENT

     

      Robert Gumlock, 109 Berks Street, asked when the sedimentation pond was going to be converted to the detention pond in Starlite Estates.  Anckaitis said he spoke to the developer last week and they said as soon as it dries out it will be done.  Gumlock said during the heavy rains this past weekend no water went across Tom Rance’s field. 

 

5.   REPORTS

     

Solicitor

·        Bruno said he had verbal commitments on three of the four properties that were outstanding last week regarding the Highland Park project.  Bruno said one has been accomplished and the other three have verbal agreements and we are working on getting written agreements signed.

 

      Township Manager

·        Anckaitis had two real estate items for executive session.

 

Public Services Director

·        Adams said the demolition of the Shannon property is currently out to bid.

·        Adams said bike path construction continues along the Bushkill Creek.  Adams said the initial plan didn’t have enough E & S control measures so a change order is forthcoming with those changes.

 

      Supervisors

·        Colver said Pidcock and Chrin were out at the community center today to scope out the work.  Colver said earth moving will start next week and blacktop will be done the middle to end of October.

·        Lammi asked the solicitor if he had a chance to review the MPC resolution regarding the townships ability to use developer recreation fees.  Bruno said he feels it is a reasonable modification but is concerned because the developer that owns the property is paying for it.  Bruno said if the township wants to move it toward the municipality he didn’t feel we would get any resistance from developers.  Lammi said the resolution needs to be submitted for the County Convention that is scheduled for early October.

·        Panella asked for an update on the police officers that are currently out of work.  Anckaitis said five are still out.  Panella asked if the department is staffed okay.  Anckaitis said they are working a lot of overtime and part time officers are being used.

 

On motion by Mitchell, seconded by Panella, and agreed by all, the meeting was adjourned at 7:20 p.m. with two real estate items for executive session.
