PALMER TOWNSHIP BOARD OF SUPERVISORS

SPECIAL BUSINESS MEETING

NOVEMBER 16, 2006

 

The preliminary 2007 budget hearing of the Palmer Township Board of Supervisors was held on Thursday, November 16, 2006, at 7:00 p.m. in the conference room of the municipal building with all supervisors present.  Also present were the Township Manager, Public Services Director, Road Department Superintendent, Public Utilities Director, Police Chief, Lieutenant Young, Lieutenant DeMarco, Planning Director, Fire Commissioner, Community Center Director, and Data Coordinator.  Joe Nixon of the Morning Call represented the news media.  Chairman Colver convened the meeting and led those present in the Pledge to the Flag.

 

      Colver stated the Board held an executive session this evening for one personnel item and no action was required.

 

      Colver said the budget process and the numbers get better every year.  Colver said he appreciates what everyone does to put the budget together and then what everyone does to stay within the budget.  Colver said on behalf of the Board he would like to thank everyone involved.

 

2.      REVIEW OF 2007 TOWNSHIP ENGINEER RATE SCHEDULE

 

      INFORMATION

 

      The Board needs to approve/disapprove the 2007 township engineer rate schedule.

 

      DISCUSSION

 

      Anckaitis said he included in the packet the letter from Pidcock outlining an increase to their 2007 rates.  Anckaitis said no decision needs to be made tonight but if there are any concerns or comments to let him know.  Anckaitis said the actual rates will be approved at the 2007 reorganization meeting in January.

 

3.      REVIEW OF PROPOSED 2007 BUDGET

 

      INFORMATION

 

      The Board needs to approve/disapprove the proposed 2007 budget.

 

      DISCUSSION

 

      The following line items of the proposed 2007 budget were revised as follows:

 

      General Fund

 

      01-331-110 – MOTOR VEHICLE FINES - $40,000

      The 2007 proposed number was increased from $35,000 to $40,000.

 

 

01-409-370 - MAINTENANCE AND REPAIRS - $98,500

$15,000 was added to be used by the non-profit Bushkill Stream Conservancy for stream bank and stream buffer improvements along the Bushkill Creek in Palmer Township.

 

      01-411-201 – FIRE PREVENTION - $7,000

      The 2007 proposed number was increased from $5,000 to $7,000.

 

01-421-500 -_CACLV (Homeless) - $7,500

The 2007 proposed number was increased from $6,500 to $7,500

 

01-430-700 – CAPITAL PURCHASE - $0

The 2007 proposed amount originally budgeted in this line item was moved to line item 01-431-700.

 

01-431-700 – CAPITAL PURCHASE - $115,000

The $115,000 was originally budgeted in line item 01-430-700 and was moved to this line item.

 

01-433-362 - TRAFFIC CONTROL MAINT. - $57,350

The 2007 proposed amount was decreased from $64,350 to $57,350.

 

      Special Funds

 

      35-430-740 – MAJOR EQUIPMENT PURCHASE - $65,000

The text was changed to reflect the line item change in the general budget from 1-430-700 to 1-431-700 and dump truck was changed to street sweeper.

 

05-451-340 – ADVERTISING - $5,000

The 2007 proposed amount was decreased from $7,174 to $5,000

 

05-451-342 – MARKETING/NEWLETTER/PRINTING - $3,500

The 2007 proposed amount was decreased from $4,500 to $3,500.

 

05-451-450 – CONTRACT SERVICES - $34,958

The 2007 proposed amount was decreased from $40,678 to $34,958.

 

05-451-700 – CAPITAL PURCHASES - $4,000

The 2007 proposed amount was decreased from $8,000 to $4,000.

 

05-451-740 – CAPITAL EQUIPMENT - $12,000

The 2007 proposed amount was decreased from $24,000 to $12,000.

 

05-451-750 – CAPITAL MINOR EQUIPMENT - $10,000

The 2007 proposed amount was decreased from $20,000 to 10,000.

 

      On motion by Panella, seconded by Mitchell, and agreed by all, the Board voted to place the 2007 preliminary budget on public display at the Palmer Township Municipal Building on November 17, 2006, with the above changes. 

 

      On motion by Mitchell, seconded by Smith, and agreed by all, the meeting was adjourned at 9:30 p.m.
