PALMER TOWNSHIP BOARD OF SUPERVISORS
GENERAL BUSINESS MEETING
OCTOBER 1, 2007
A general business meeting of the Palmer Township Board of Supervisors was held on Monday, October 1, 2007 at 7:00 p.m. in the Community Room of the Palmer Library with all Supervisors in attendance. The Township Manager was also in attendance. Chairman Colver convened the meeting and led those present in the Pledge to the Flag.
2. APPROVAL
OF DISBURSEMENT OF FUNDS – OCTOBER 1, 2007

The report will be provided at the meeting.
DISCUSSION
On motion by Mitchell, seconded by Panella, and agreed by all, the Board approved the disbursement of funds for October 1, 2007.

APPROVAL OF MINUTES – SEPTEMBER 25, 2007
DISCUSSION
On motion by Smith, seconded by Lammi, and agreed by four, the Board approved the minutes for September 25, 2007. Panella abstained since she was absent on September 25, 2007.
4. VALCO PRESENTATION

agreed by all, the Board authorized the financial consultant to proceed with
refunding/refinancing the 2002 bond series.
5. PUBLIC COMMENT
Manus Smith, 2723 Newburg Road,
said he attended the IDI meeting in

Area High School Student Council Representatives, asked the Board for permission
for the annual bonfire on November 21, 2007.

6. REPORTS
Supervisors
· Lammi said he previously spoke about the COG holding a meeting regarding a multiple planning effort. Lammi prepared a document for the Board members to review and he asked if one or more members could attend the COG meeting on October 17th, 2007.
· Panella said the interim board of health is making presentations around the area. Panella said nothing has been scheduled in Palmer yet.
· Panella asked how things were going with the new trash collector because her neighborhood’s recycling was missed today. Anckaitis said the new carrier is doing well and there haven’t been all that many complaints. Anckaitis said they even went one whole week without a single complaint and he does not remember that happening with the previous carrier.
