4.   VALCO PRESENTATION

      INFORMATION

Gary Pulcini will update the Board regarding the 2002 bond series.

      DISCUSSION

Gary Pulcini said about one year ago we looked at refinancing the bonds and decided not to do anything at that time.  Pulcini reviewed a packet of information regarding refunding options with the Board.  Pulcini explained the repayment schedule.   Pulcini said we will have six to thirty-six months to spend the money.  Colver said the question to the Board is what projects need to be included in the refinancing.  Colver said the Greenwood Avenue project is already in progress so that is definitely in.  Colver asked if we can still get it in by the end of this year.  Pulcini said yes - he wouldn’t need a firm number until the beginning of November.

On motion by Lammi, seconded by Smith, and agreed by all, the Board authorized the financial consultant to proceed with refunding/refinancing the 2002 bond series.

5.   PUBLIC COMMENT

Manus Smith, 2723 Newburg Road, said he attended the IDI meeting in Lower Nazareth Township and asked if Palmer Township has been asked for services for the development.  Anckaitis said our sewer authority was approached for capacity and Lower Nazareth was informed we had no capacity.  Anckaitis said he believes they may be doing on-site septic since there will be so few employees.  Lammi said if another community gives them capacity we could grant them conveyance.  Smith said they had an expert speak at their meeting regarding noise control but the conversation seemed very one sided.  Smith said the study was done on the area away from the homes.  Colver said our solicitor and our township engineer have attended every one of the Lower Nazareth meetings.  Colver said we are concerned about the development but unfortunately we only have so much to say since it all resides in another township.  Smith asked if anyone could recommend an expert on air quality studies.  Lammi said Lou Vittorio has dealt with stream quality issues in the past but there is probably someone else in his office that handles other issues.  Lammi said we have informed Lower Nazareth that we are very concerned about the storm water issues related to this development.  Colver said the storm water issues will not be addressed until Lower Nazareth gets into the land development stage.

Lisa Favazza and Autumn Griffin, Easton Area High School Student Council Representatives, asked the Board for permission for the annual bonfire on November 21, 2007.   Favazza said they already contacted the fire department, police department, and EMS.

On motion by Smith, seconded by Panella, and agreed by all, the Board approved the bonfire for November 21, 2007 and asked them to coordinate with police, fire and EMS.

Griffin said their class is also holding a 5K race this year and they are looking for any donations or sponsors for the event.  Panella asked who benefits from the 5K.  Griffin said the senior class and the SPCA.  Griffin said the senior class will use some funds for prom.  Favazza asked if they could leave forms around for interested runners.  The Township Manager said he would put forms in the library and the municipal building.

6.   REPORTS

Supervisors

·        Lammi said he previously spoke about the COG holding a meeting regarding a multiple planning effort.  Lammi prepared a document for the Board members to review and he asked if one or more members could attend the COG meeting on October 17th, 2007.

·        Panella said the interim board of health is making presentations around the area.  Panella said nothing has been scheduled in Palmer yet.

·        Panella asked how things were going with the new trash collector because her neighborhood’s recycling was missed today.  Anckaitis said the new carrier is doing well and there haven’t been all that many complaints.  Anckaitis said they even went one whole week without a single complaint and he does not remember that happening with the previous carrier.

On motion by Panella, seconded by Mitchell, and agreed by all, the meeting was adjourned at 7:55 p.m.

Respectfully submitted,
