GENERAL BUSINESS MEETING

MAY 18, 2009

 

      A general business meeting of the Palmer Township Board of Supervisors was held on Monday, May 18, 2009 at 7:00 p.m. in the Community Room of the Palmer Library with all Supervisors in attendance.  Also in attendance were the Director of Public Services, Police Chief, and the Township Solicitor.  The Township Manager was absent.  Colver convened the meeting and led those present in the Pledge to the Flag. 

 

2.   APPROVAL OF DISBURSEMENT OF FUNDS – MAY 18, 2009

 

      INFORMATION

 

      The report will be provided at the meeting.

 

      DISCUSSION

 

      On motion by Mitchell, seconded by Panella, and agreed by all, the Board approved the disbursement of funds for May 18, 2009.

 

3.   APPROVAL OF MINUTES – MAY 4, 2009

 

      DISCUSSION

 

      Lammi noted that Sam’s last name was incorrect and needed to be changed to “Augustine” in the third paragraph on page two.

 

      On motion by Smith, seconded by Mitchell, and agreed by all, the Board approved the minutes of May 4, 2009 with the above change.

     

4.   REIMBURSEMENT RESOLUTION

 

      INFORMATION       

 

      The Board needs to approve/disapprove the resolution.

 

      DISCUSSION

     

      On motion by Smith, seconded by Mitchell, and agreed by all, the Board approved the capital projects reimbursement resolution.

 

5.   GASOLINE, TREE VITALIZATION, CONCRETE, ROAD MATERIALS AND EQUIPMENT RENTAL BID AWARDS

 

      INFORMATION       

 

      Bid information will be provided to the Board at the meeting. The Board needs to approve/disapprove the bids.

 

      DISCUSSION

 

Tom Adams, Director of Public Services, reviewed the bids with the Board.  The township received one bid at a fluctuating price of $1.826 per gallon for unleaded gasoline from Buckeye Energy Services, LLC.  Adams said the township can purchase gasoline from the Lehigh Valley Cooperative Purchasing Council at a fluctuating price of $1.7522 per gallon.  Adams recommended that the contract not be awarded to Buckeye Energy Services, LLC and the township continue to purchase unleaded gasoline from the LVCPC contract.  On motion by Smith, seconded by Mitchell, and agreed by all, the Board approved to continue purchasing unleaded gasoline through the LVCPC contract until April 30, 2010.

 

On motion by Smith, seconded by Mitchell, and agreed by all, the Board awarded the tree bids to the sole bidder, Palmer Nursery, as follows:  Red Oak - $169, White Oak - $159, Pin Oak - $154, Red Maple - $149, Linden (Tilia Cordata) - $169, Linden (Tilia Tomentosa) - $169, Eastern Redbud - $139, Chokeberry - $139, Flowering Cherry - $139.

 

On motion by Lammi, seconded by Panella, and agreed by all, the Board awarded the Concrete bid for 3500 PSI at $83/cubic yard and 4000 PSI at $87/cubic yard to the low bidder, Casilio Concrete.

Adams said there were no bids received for the milling machine and operation rental requirements.  Adams recommended that this item not be re-bid at this time since it appears it will not be required.

     

6.   PUBLIC COMMENT

 

      Suzanne Baer, 201 Berks Street, said she was told that the Pachysandra would be planted in May and it has not been planted yet and she asked if any decisions were made on her pre-existing down spout.  Adams said Imperial Contracting is going to be planting the Pachysandra.  Adams said he and the Road and Parks Superintendent would look at the down spout when they are out at the property.  Colver asked Adams to let Ms. Baer know when the Pachsyandra would be planted.     

 

7.   REPORTS

       

Solicitor

·        Bruno had one litigation item for executive session and asked that the meeting record be kept open should a decision be made in executive session.

 

      Public Services Director

·        Adams discussed a letter he distributed to the Board that was written by Diane Mullen, pool manager, regarding possibly adding a few days to this year’s pool schedule.  Lammi asked if Dan McKinney was okay with the request.  Adams said yes.  Colver said this came up last year when the high school students were taking exams.  They are only in school for half days and we had some extremely hot days and the pool wasn’t open.  On motion by Lammi, seconded by Smith, and agreed by all, the Board approved adding an additional five days to this year’s pool schedule.

·        Adams said the Lower Nazareth contractor will be working along Route 248 tomorrow.  Adams said the signal at Route 248 and Northwood will be on yellow flash on Route 248 and red flash on Northwood Avenue.

·        Adams said he received the bike path contract for the engineering design today and he forwarded a copy to the Solicitor’s office for review.  Adams said he budgeted $15,000 for the work and it came in at $27,000 to $34,500 due to additional E&S requirements.  Adams said the design is reimbursable from the state grant.

 

      Police Chief

·        Chief Fretz said they have 17 applicants signed up for this summer’s junior academy.  Fretz said they had nine last year and they will only accept a total of 20.

 

      Supervisors

·        Smith said this Saturday the Athletic Association is holding their Clam N Jam at Penn Pump Park.  Smith said he has tickets if anyone is interested.

·        Lammi told the Public Services Director that he would like to see financial reporting to the Board as the Greenwood Avenue/Freemansburg Avenue project progresses.  

·        Colver said the township Financial Consultant, Gary Pulcini, is looking to schedule the bond sale early in July.  Colver said he is not recommending we hold it on July 6th when we have our normal meeting scheduled due to it being the first day after a holiday weekend.  Pulcini is recommending we hold it either July 7th or 8th.  Colver said the question is do we want to hold meetings back to back or cancel our regular meeting on July 6th and advertise a meeting for later that week.  The Board agreed to cancel the July 6th meeting and advertise a meeting for Wednesday, July 8th at 7 p.m. for passage of the debt ordinance.

·        Colver said he and Bob Lammi attended a Lehigh Valley Planning Commission meeting today where there was discussion regarding the Route 33 interchange at Tatamy Road.  Colver said the press was there and it will be in both papers tomorrow morning.  Colver said there was also a meeting held last week with our neighboring municipalities to update them on the interchange.  Colver said the next step will be a public hearing that is tentatively scheduled for June 25th at 7 p.m. at the Charles Chrin Community Center.  Colver said he believes Chrin’s people are taking care of who has to be at that meeting.  Colver said he will inform the solicitor’s office who will be advertising the hearing.

·        Panella said the annual Memorial Day ceremony will be held this Saturday at the Northampton Memorial Shrine, sponsored by the America Legion.  Panella said anyone is welcome to attend.

 

      On motion by Smith, seconded by Panella, and agreed by all, the Board convened into executive session to discuss one litigation matter.

 

      On motion by Smith, seconded by Panella, and agreed by all, the public meeting reconvened with no action required and the meeting was adjourned at 8:15 p.m.
