Palmer Township Environmental Steering Committee

Meeting Minutes – June 26, 2003

Attendees:  R. Reese, T. Ganssle, R. Kantor, C. Oatis, J. Stoneback, A. Yost

Guest:  Drew Yost – Attended our ESC meeting for a communications merit badge for Boy Scouts.

Approval of Minutes:  Minutes we approved from the March 27, 2003, and May 22, 2003, meeting of the Palmer ESC (RK & CO).

WM/GCS Hauler Issues:

R. Reese – “Cut It and Leave It” – Residents assume it’s a dead issue.  In response to WM’s offer, R. Reese gave a letter to Bob Anckaitis for WM.  Let’s keep in on the burner.

R. Reese stated that, when WM dumps the roll-off branches, we don’t pay for that service.  Dale doesn’t call WM for pick up because he thinks it’s too expensive.  C. Oatis stated that it’s FREE.

Recycling Coordinator’s Report:

C. Oatis – Because of the weather, the surveys were not accurate.  Will do survey for another month.

New hours for the Yard Waste Center will start September l, 2003.

April through November – Every Sunday – 1:00 p.m. to 4:00 p.m.

December, January, February, March – 1st Sunday of the month – 1:00 p.m. to 4:00 p.m. (weather permitting)

Closed major holidays.

We will notify residents through the Newsletter, web site, flyers at the Municipal Building, and flyers at the recycling centers.  We will also have “new” magnets---a new design will assure residents these are the new hours.

C. Oatis asked about a temporary shed.  We can’t put a fence up because we don’t own all the land.  Ted Sales doesn’t want to deal with the shed right now.  Wait until after summer.

Cindy reported that the Yard Waste Center brought in $2825 in 2002, with $2000 going towards salaries.

Donald Schaible was hired for Yard Waste Center, and Carmine Savoia as a back up.

Community Weekend – We still have pencils from last year.  Cindy suggested the following for give aways at Community Weekend— acrylic pencil holder (very attractive for businesses), ruler, book covers, jar opener and new magnets.

Old Business:

Comprehensive Plan – We need copies.

Green Community Program – R. Reese has nothing new to report.

Open Space Committee – R. Reese reported they had their first meeting last night (6/25/03).  Ted Sale’s ran the meeting.  Everyone had a different concept of “open space.”

New Business:

A discussion was held on the subject that one of the ESC’s rolls is to work with the Planning Commission.

Community Weekend – It was discussed to give 2 mulching mowers away this year again.  T. Ganssle will take care of the mowers.

J. Stoneback mentioned  giving the “recycling award” to the businesses during Community Weekend.

R. Reese asked if it’s too early to mention “pay per bag?”

C. Oatis said there’s tons of information from the EPA.  But it would be a “huge” undertaking.

T. Ganssle will have a sign-up sheet at our next meeting for working the tent.

We need a new display—what/where to recycle.  A discussion was held on what should we promote? Should we still promote “Cut It and Leave It?”  Should we have a questionnaire for our residents to see if they’re for or against the program?

R. Reese will set up the questionnaire.
