PALMER PLANNING COMMISSION

APRIL 22, 2003

 

         The monthly meeting of the Palmer Township Planning Commission was held on Tuesday, April 22, 2003 at 7:00 p.m. with all members in attendance except Stoneback and Wilkins and Young arriving late.  Chairman Smith opened the meeting by leading those present in the Pledge to the Flag.  Minutes of the previous were approved on motion by Grube, seconded by Grandinetti, and agreed by all.

 

EASTON AREA SCHOOL DISTRICT – Mr. Joseph Kish, Acting Superintendent, School Board President Rich Siegfried and Engineer Don Frederickson were present with plans for an expansion of the high school.  This would be for 20 classrooms and Township Engineer Brian Dillman stated that he has spoken with Mr. Frederickson on the storm water management issues.  Frederickson has agreed to supply the Pidcock Company with any and all information that is required.  Dillman stated there are no other significant issues to be resolved.  The engineer’s letter of April 2 was reviewed and the deferrals were discussed.  The Commission felt that these issues should be resolved after the Kunkle tract issues are resolved by the Board of Supervisors.  These deferrals will go before the Board of Supervisors at that time.  On motion by Grandinetti, seconded by Grube, and agreed by four, Young abstaining as he arrived late during this issue, The Commission recommended approval by the Board of Supervisors conditioned that the comments by the Engineer’s letter of April 2, 2003 be resolved, that all action on the deferrals stated in the Engineer’s letter in Section B-7, be deferred until such time as the issues on the Kunkle Tract are resolved and that all storm water management information is supplied to the township engineer’s office.

 

VILLAGES AT MILL RACE – LOT LINE ADJUSTMENT – Willow Drive - A representative of Harte Engineering was present with a lot line adjustment for the Villages at Mill Race – Willow Drive.  The existing line will be moved two feet.  Engineers comments of April 1, 2003 were reviewed with applicant having no problems with them. On motion by Grandinetti, seconded by Grube, and agreed by all, the Commission voted to recommend final approval by the Board of supervisors for the lot line adjustment for Willow Drive conditioned that the comments of the engineer’s letter of April 1, 2003 be complied with.

 

NORTHWOOD INDUSTRIAL PARK – Lot #14 – Mr. Robert Toedter, engineer for a applicant was present and stated they were aware they would not receive approval tonight with the outstanding comments by the Township Engineer in their letter of April 4, 2003.  They have revised their plan in accordance with this letter and have already submitted it for the May planning meeting.  The only question he had at this time was that he determined he would need a conditional use hearing and asked how this would work with the land development plan.  Bruno stated they would run together if he got the application in as soon as possible.  They could have the conditional use hearing and then review the land development plan.  The hearing is a public hearing before the Board of Supervisors.  Toedter noted they do not have tractor/trailers into their site, they will be repackaging promotional gifts and shipping out UPS, Fed Ex, carriers.  On motion by Grube, seconded by Young, and agreed by all, the Commission voted to table action on this plan until the May meeting.

 

NETHERLAND BULB CO. – John Lee, Architect and owners of Netherland Bulb were present with a site plan for a building expansion.  Township engineer’s letter of April 17, 2003 was reviewed.  Applicant doesn’t have any problems with these comments.  Dillman noted they still need to make sure the storm water management is adequate.  Motion was made by Grube, seconded by Fuller, to recommend approval by the Board of Supervisors. Bruno stated there were departmental comments to review.  Fire and Building comments will be complied with.  Fuller questioned why we have to refer to these comments, aren’t they in the township ordinance.  Bruno noted that these departments receive the plans to review and to give their comments and it was decided to add their comments to the motion.  The Fire Department comment requires the Knox Box system being installed as well as a sprinkler system.  Grube amended his motion to include the departmental comments.  Fuller seconded. Smith asked if there were any comments on the motion by the audience and Robert Rogers stated he felt the same way as the former Supervisor Mr. Voight.  Why is the township sales people for the Knox Box Company, why can’t someone put another system in.  This is the system that operates in the township.  Smith called for a vote.  Vote was all yea to recommend final approval by the Board of Supervisors conditioned that the engineer’s comments of April 17, 2003 be complied with, the storm water management is adequate and the departmental comments be complied with also.

 

         Young asked if anyone had noticed the lighting on buildings throughout the township.  There are multiply buildings that are outlined in lights and they are not in conformance with what was approved.  This is to be enforced.  There were special requirements to be met if you wanted this lighting.  On another item, Tom Buchner on William Penn Highway removed his bushes from his property.  He then put lighting on his property to light the building.  By removing the bushes the neighbors are now getting more lighting from the Deichman Walker site.  Also, someone should check to see if the parking lot extension was approved or if it has to be approved.

 

         On motion by Young, seconded by Grandinetti, and agreed by all, the meeting was adjourned at 7:55 p.m.
