PALMER PLANNING COMMISSION

OCTOBER 14, 2003

 

         The regular monthly meeting of the Palmer Township Planning Commission was held on Tuesday, October 14, 2003 at 7:00 p.m. with the following in attendance:  Vice Chairman Grandinetti, Secretary Stoneback and members Fuller and Wilkins.  Also present were Planning Director Sales, Zoning Administrator Embardino, Solicitor Bruno, Engineer Dillman and Supervisor Lammi.

 

         Grandinetti opened the meeting by leading those present in the Pledge to the Flag after which minutes of the previous meeting were approved.

 

         N. PUGLIESE – Appearances Nail & Hair Design – Nick Pugliese was present with his engineer Don Frederickson seeking conditional use approval as well as land development approval.  Township engineer’s comments were reviewed.  Deferrals were reviewed and there was discussion on the sidewalk/curbing installation.  Pugliese appeared before the Zoning Hearing Board and received approvals of all variances that were requested except the variance for the sidewalk along William Penn Highway.  The decision was that they had to install them, but there was not a time limit.  The applicant is requesting that the installation be deferred until such time as there is other development in the area and other sidewalks installed.  He also requested the deferral of the sidewalk along Kingwood Street.  The street is very narrow and if the applicant was required to install curbing along his property it would end at the apartment building then the pedestrians would have to walk out into the street.  Pugliese would like a deferral for this also.  Pugliese also stated in the future he would like to get this property rezoned to commercial.  The complete area is full of commercial  establishments and thinks this is the district it should be.  The applicant also requested a waiver for the minimum driveway offset.  On motion by Fuller, seconded by Wilkins, and agreed by all, the Commission recommended approval of the conditional use application by the Board of Supervisors for N. Pugliese.  On motion by Wilkins, seconded by Stoneback, and agreed by all, the Commission voted to recommend final approval by the Board of Supervisors for N. Pugliese conditioned that all comments by the township engineer in their letter dated October 10, 2003 are complied with and that all deferrals are approved and that the fire department comment regarding the Knox Box System be required.  Bruno noted that an extension would be necessary since their public hearing before the Board of Supervisors for the conditional use request has to be advertised and would not be able to be heard until the November 3rd meeting.  Frederickson stated the extension would be granted until November 15, 2003 and he will follow up with a letter stating same.

 

         LETA FREDRICKS – N. Nulton Avenue – Attorney Ted Lewis was present with the plan preparer Dale Kulp asking for approval of the preliminary/final minor subdivision for this property.  Township engineer’s comments were discussed and there were no problems with them.  Lewis stated they will be asking for a waiver or deferral from the frontage improvements since there are no others in the area.  Bruno stated the Board of Supervisors grants deferrals not waivers.  Lewis understood this.  On motion by Wilkins, seconded by Stoneback, and agreed by all, the Commission voted to recommend final approval by the Board of Supervisors for this minor subdivision conditioned that all comments by the Township Engineer in their letter dated October 8, 2003 be satisfied and that the deferral requested be approved.

 

         There was no audience present so no public comment.  On motion by Stoneback, seconded by Fuller, and agreed by all, the meeting was adjourned at 7:35 p.m.
