PLANNING COMMISSION
Tuesday,
December 9, 2008
The regular monthly meeting of the Palmer
Township Planning Commission was held on Tuesday, December 9, 2008 at 7:00 p.m.
in the meeting room of the Palmer
Library Building. All members were in attendance except Young
and Rizzolino. Also present was Engineer
Brian Harman, Solicitor Charles Bruno and Supervisor Liaison Robert Lammi. Chairman Grube convened the meeting by
leading those present in the Pledge to the Flag.
MINUTES OF PREVIOUS MEETING – On motion by
Grandinetti, seconded by Rickert, and agreed by all, the minutes of the
November meeting were approved as written.
VICTOR RICCI – Park
Avenue – Victor Ricci was present seeking approval from the
Commission for his proposed final plan.
Ricci had no questions or comments in regards to the engineering
comments but questioned the fire department’s comments in the departmental
comments noting that the square footage had been corrected on the plan and it
is less than 2,000 sq. ft. which does not require a sprinkler system. This will be confirmed with the Fire
Commissioner. Rickert motioned to
recommend approval of this plan conditioned that the township engineer’s
comments in their letter dated December 4, 2008 be satisfied and that the deferral
requested, installation of street lighting and street trees, be approved. This motion was seconded by Wilkins. Grube asked if there were any questions and
Ricci noted that he requested the deferral of the sidewalk along Rt. 248 and
this was not included in the motion.
There was discussion on this and Bruno noted that this subject was
commented on in the engineer’s letter of December 4, 2008 and since the motion
included these comments being satisfied he feels it is covered. Everyone was satisfied with this but Ricci
was informed that he had to show the sidewalks and curbing on the plan even
though the deferral could be approved.
Grube called for a vote which was approved by all. Ricci asked when this would be before the
Board of Supervisors and did he need to submit anything. Ricci was told it would be before the
Supervisors on December 23, 2008 and everything that the Planning Commission
reviewed will be forwarded to the Supervisors by township staff.
Supervisor Lammi spoke to the Commission
about working on the comprehensive plan and zoning amendments in the
future. If there is a meeting night when
the agenda is short these documents could be reviewed and worked on. He also informed the Commission that the
township has hired an interim planning director. Ralph Russek of the Pidcock Company will be
working in the Municipal
Building until such time
as a planning director is hired. Lammi
also stated he would like to see a report of activity for developments during
the year; active and complete, done for the Board of Supervisors’ review. He would like to get something like this out
at the beginning of the year. He feels
this would be very helpful to the Board.
Lammi stated on behalf of the Board of
Supervisors he would like to thank this Commission for their hard work during
the year and let them know that they appreciate this Commission’s
dedication. Happy Holidays to you and
your family.
Wilkins stated he feels there is a good
Commission and we work together and have difficult decisions this year but it
was a good year despite that.
Grube wished everyone a happy holiday
season to all.
On motion by Stoneback, seconded by
Wilkins, and agreed by all the meeting was adjourned at 7:30 p.m.
