MINUTES OF ZONING HEARING BOARD MEETING

 

The zoning hearing board of Palmer Township met on Tuesday, February 1, 2005 at 7:30 P.M. in the Palmer Memorial Library, One Weller Place, to hear the following appeals.  In attendance were Nick Noel III, zoning board solicitor, Charles Roseberry, acting board chairman and Cherie Kavanaugh, board member, John A. Embardino, zoning officer, and court reporter Ted Rewak.  Chairman, Dan Caravetta was absent.  The media was not represented.

 

A motion to accept the minutes of January 4 zoning hearing was made by Cherie Kavanaugh, seconded by Charles Roseberry, and approved by all.

 

A motion to nominate Charles Roseberry for the position of zoning board chairman was made by Cherie Kavanaugh and seconded by Charles Roseberry with all in agreement.

 

05-02                  7:30 P.M.  Davis Sign Systems, Boonton, NJ, representing Carrabba’s Italian Grill, is seeking a variance from section 190-184 A (4) (a), to install wall signs in excess of allowable area on a lot with more than one commercial establishment at 2471 Park Avenue, located in a PC district.

 

Witness:Randal Davis of Davis Sign Systems.

A motion to approve 3 wall signs of 50 square feet each and 1 carry-out sign as presented was made by Charles Roseberry and seconded by Cherie Kavanaugh with all in favor.

 

05-03                  7:40 P.M.  SBA Network Services, Inc., Palmyra, NJ, is seeking relief from sections 190-210 B (9) (j) [5] and (d) [2], 190-201 E, 190-191 A, to install a commercial communications tower as a conditional use at 2210 Corriere Road in a PIC zone.

 

Witnesses: Erich Schock, Esq., James R. Rudolph, P.E., Tony DeLorenzo, Kabir Timory, engineer for LCC International, Neil Nocete, RF engineer for sprint.

A decision on this matter has been deferred pursuant to receipt of documentation required by zoning ordinance 190-210 B (9) (b).  Pending receipt of this documentation, a decision will be made at the March 1, 2005 hearing.

 

05-04                  7:50 P.M.  Jan A. Buss/Robling, Allentown, PA is seeking a special exception 190-38 B, to operate a beauty salon as a home occupation at 605 Hillview Avenue in an MDR district.

 

Witnesses:  Jan Buss/Robling, Donald DeGroff, 2222 Quincy Avenue.

A motion was made by Cherie Kavanaugh and seconded by Charles Roseberry, with all in agreement, to grant the home occupation with all requirements of the ordinances governing home occupations to be met.

05-05                  8:00 P.M.  Thomas Sherman, 3606 Nicholas Street, is seeking a variance from depth requirements of section 190-33 C, to subdivide a lot at 56 Sutton Road in an LDR zone.

 

Witnesses:  Lawrence Rosensweet, Craig Stoneback, 60 Sutton Road.

A motion was made by Charles Roseberry and seconded by Cherie Kavanaugh, to approve the variance as requested and presented in original plan exhibit A-2, with all in agreement.

 

05-06                  8:10 P.M.  Albert J. Marron dba Norram Leasing International, 2711 Freemansburg Avenue, is seeking a variance from side yard setback requirements per section 190-116 E, to develop a self-storage center as a conditional use in an HI district.

 

Witnesses:  Karl Kline, Esq., Don Frederickson, Albert Marron.

A motion was made by Cherie Kavanaugh and seconded by Charles Roseberry to approve the variance request as presented, with all in agreement.

 

Having no further business to discuss, the hearing was adjourned.
