MINUTES OF ZONING HEARING ON TUESDAY, MARCH 2, 2004
The Zoning Hearing Board of Palmer Township met on Tuesday, March 2, 2004, at 7:30 p.m. in the meeting room of the Palmer Memorial Library. In attendance were Chairman Dan Caravetta, board members, Charles Roseberry and Cherie Kavanaugh, Jim Raudenbush, acting zoning officer, Ted Rewak, court reporter, and solicitor, Nicholas Noel, with no newspaper representative in attendance.
The minutes of February 3, 2004 were approved on a motion by Charles Roseberry, second by Cherie Kavanaugh, with all in agreement.
04-02 7:30 P.M. Pete Giacoumopoulos is seeking relief from sections 190-174 B, 190-180 B, and 190-184 (3) (a) to erect wall signs that exceed size, lighting, and color requirements, on the City Diner at 1061 25th Street.

Backenstoe representing Palmer Township.
Attorney Hof stated that he
would like to amend the application to request a continuation of a
nonconforming use. It was decided that the Board would hear the information
that was available this meeting and the hearing would be continued to April. It
was also decided that any old files regarding the City Diner would be located
by the zoning officer and reviewed by both attorneys.
04-05 7:40 P.M. Jeffrey Lieb is seeking a variance from section 190-33 F (1), to build a 2 car attached garage onto his principle structure.
Witnesses: Jeffrey Lieb
On a motion by Charles
Roseberry and 2nd by Cherie Kavanaugh, all in favor, it was decided that Mr.
Lieb may put a garage on his principal structure with a minimum 8’ side yard
setback.

7:50 P.M.
Colonial Builders Inc. is seeking a special exception to build a home on
a lot of record owned by Michael Romanic at 415 Avon St. Section 190-199.C
applies in this MDR zone.

Dan Caravetta excused himself
from this meeting. On a motion by Cherie Kavanaugh, 2nd by Charles
Roseberry the request for a special exception to build a home on a lot of
record was denied by all.

8:00 P.M.
Anthony Colandrea the co-owner of Cousins Pizza is seeking relief from
sections 190-174 B, and section 190-183.1 B (1), to have an extra wall sign
that is neon.
Witnesses:
Anthony Colandrea the co-owner of Cousins pizza and Attorney Bruno representing
Palmer Township.
On a motion by Charles
Roseberry, 2nd by Cherie Kavanaugh, agreed by all, a request for an
extra wall sign that is neon was denied.

8:10 P.M.
Anthony Marina is seeking a variance from section 190-42 E (3), to build
an attached garage with a room above it.
Applicants
called prior to the meeting stating that they would no longer be seeking a
variance.
04-09 8:20 P.M. Joseph E. Galyean is seeking a special exception to build a home on a lot of record owned by Bruce C. Loch at 2219 Gruver Ave. Section 190-199 C (2) (a) applies in this MDR zone.
Witnesses: Contractors Joseph E. Galyean, and Roy
Knesz. Neighbors Rich Allen, Michael Sos Jr., Beth Shireman, and a lady who
used to live behind the proposed site, Annette Legath. Two appearance forms
were submitted for Robert McBride and Josephine Fry who weren’t able to attend
the hearing.
Charles
Roseberry made a motion, 2nd by Cherie Kavanaugh, agreed by all, to
continue the hearing and have the plan reviewed by the Planning Commission
before making a decision.
Having no
further business to discuss, the hearing was adjourned.
