ZONING MINUTES

 

The zoning hearing board of Palmer Township met on Tuesday, April 3, 2007, at 7:30 P.M. in the Palmer Memorial Library, One Weller Place, to hear the following appeals.  In attendance were Nicholas Noel III, zoning board solicitor, Charles Roseberry, board chairman, board members Cherie Kavanaugh and Daniel Caravetta, and alternates Robert Gibbons and R. Margaret Kennedy, John A. Embardino, zoning officer, and court reporter Ted Rewak

 

A motion to approve the minutes of March 6, 2007 was made by Cherie Kavanaugh, seconded by Daniel Caravetta, with all in agreement.

 

 07-11 7:30 p.m.  Terry A. Patri, 2672 Eldridge Avenue is seeking a variance for relief from section 190-211 E (7) (c) [1] to replace an existing chain link fence located in a front yard, with a 6 foot high privacy fence.  The property is a corner lot located in an MDR zoning district.

WITNESSES: John and Terry Patri, Terry Crisman, 2670 Eldridge Avenue.

ACTION:  A motion was made by Daniel Caravetta and seconded by Cherie Kavanaugh, to deny this variance for a solid privacy fence more than four feet high in a front yard.  The motion passed with all in agreement.

 

07-12      7:40 p.m.  Tammy Lynn Reinert, 2705 Carolyn Street, located in an MDR zoning district, is seeking a special exception pursuant to section 190-38 B, to operate a hair salon as a home occupation.

WITNESSES:  Bill George and Tammy Lynn Reinert, Mary Ann Gaumer, 2915 Stephens Street, Brian Gaumer, 425 N. Greenwood Avenue.

ACTION:  Cherie Kavanaugh made a motion to grant this special exception with the conditions that all parking will be on premises, the business will be operated by appointment only with only one client at a time, and hours of operation alternating between 9 a.m. to 3 p.m. and 2 p.m. to 5 p.m. in a five day work week, and to allow a one-square foot non-illuminated sign.  This motion was seconded by Daniel Caravetta, with all in agreement.

 

07-13            7:50 p.m.  Dr. Shanker Mukherjee, with offices at 20 Community Drive, located in a PO/B zoning district, is seeking relief from off-street parking requirements of section 190-166 A and table 17.1 to convert a basement storage area into a laboratory which would create a need for more off-street parking.

WITNESSES:  Dr. Shanker Mukherjee, Charles Bostick, contractor.

ACTION:  Daniel Caravetta made a motion to grant the request to use the basement level as laboratory use only, with no future conversion of this area into office space.  The basement laboratory is to be manned and used at the end of operating hours of the procedural unit section of the building.  Two additional parking spaces are to be constructed and paved.  The motion was seconded by Cherie Kavanaugh, with all in agreement.

 

Having no further business to discuss, the hearing was adjourned.
