A motion was made by Cherie Kavanaugh to approve the minutes of the October 2 zoning hearings. This motion was seconded by Charles Roseberry, with all in favor.

ACTION:
The applicants modified their request for relief from 190-42 B road
frontage requirements as they decided to seek a subdivision to create 2 flag
lots with separate access off Northwood Avenue instead of the original proposal
in exhibit A-1 having two lots with a single access and easement agreement for
its use. This modification would create
a second lot too small for on-site septic and therefore require the
installation of public sewer on a new lot meeting minimum lot size requirements
for the zoning district. This new
proposal will be placed before the planning commission in the near future. In addition, a new easement agreement is
proposed to continue the use of an existing driveway with construction of
separate driveways to occur upon culmination of any easement agreement or sale
of either of the properties. This action
creates the need for a variance from 190-168 D (1) (c), because there would not
be the required 5-foot setback from a property line for a driveway.
Therefore, a motion was made by Cherie
Kavanaugh to grant relief for both proposed lots, from section 190-42 B road
front requirements along a collector street, and from 190-168 D (1) (c) setback
requirements for driveways, and that upon construction of separate driveways,
that they be joined together as a common exit onto Northwood Avenue for a
distance of 25 feet from Northwood Avenue pursuant to PennDOT
recommendations and requirements.
This motion was seconded by R. Margaret
Kennedy, with all in agreement.

ACTION:
A motion was made by R. Margaret Kennedy to approve this request for a
special exception for an apartment for the use of a relative, contingent upon
the kitchen facilities being dismantled upon no further use or need of the
apartment for the use of a relative, or the sale of the premises. The motion was seconded by Cherie Kavanaugh,
with all in agreement.
Having no further business to discuss, the
hearing was adjourned.
