MINUTES OF ZONING HEARING BOARD MEETING

 

The zoning hearing board of Palmer Township met on Tuesday, February 5, 2008, at 7:30 P.M. in the Palmer Memorial Library, One Weller Place, to hear the following appeals.  In attendance were Nicholas Noel III, zoning board solicitor, Charles Roseberry, board chairman, board member Cherie Kavanaugh and alternate R. Margaret Kennedy filling in for Daniel Caravetta, John A. Embardino, zoning officer, and court reporter Ted Rewak.

 

Cherie Kavanaugh made a motion to approve the minutes of the January 2, 2008.  The motion was seconded by Charles Roseberry, with all in agreement.

 

07-44              7:30 p.m.  William Koch and Donna DeBenedetto, representing Spectrum of Floors, LLC, 3700 William Penn Highway, are seeking relief from section 190-191 A, allowing only one principal use per lot, and Table 17.1, parking requirements, in order to place a second use as an off-set printing operation in their existing building, located in a General Commercial zoning district along the William Penn Overlay district

WITNESSES:  William Koch, president and co-owner of Spectrum of Floors, Judy Kunsman and Reginald Woolverton, representing Impressive Press off-set printing.

ACTION:  Cherie Kavanaugh made a motion to grant relief for an off-set printing and embroidery business as a second use on the premises in keeping with parking plans presented and any proposed signage to meet township requirements.  In addition, any future replacement use would require zoning board approvals.  The motion was seconded by R. Margaret Kennedy, with all in agreement.

 

08-01 7:40 P.M.  Palmer/William Penn, LLC, c/o Lamar Companies of Morristown, NJ, is seeking a variance from the requirements of section 190-184 A (4) (a), which regulates the total area of wall signs relating to more than one commercial establishment on a lot, in order to place new walls signs on the William Penn Highway frontage of their shopping center at Stones Crossing Road and William Penn Highway.  The premises are located in a GC zoning district.

WITNESSES:  Joseph Plunkett, Esq., Jerry Freiwald, and Phillip Schneider, vice-president and asset manager for Lamar Companies.

ACTION:  R. Margaret Kennedy made a motion to grant the request for wall signs with the following conditions:

(1)   Each sign may not exceed 45 square feet in area, except for the anchor store sign which may not exceed 70 square feet in area.

(2)   A maximum of ten (10) signs, plus an existing sign for Dr. Karla Stanz, making a total of eleven (11) signs to be allowed.

(3)   Lighting for signs must be turned off at the close of business hours.

(4)   The existing sign for Dr. Karla Stanz must be reduced to a maximum of 45 square feet in area upon replacement upon a change of use.

(5)   All signs must meet the three (3) color limitations set by section 190-174 B.

This motion was seconded by Cherie Kavanaugh, with all in agreement.
