MINUTES OF ZONING HEARING BOARD MEETING

 

The zoning hearing board of Palmer Township met on Tuesday, August 3, 2010, at 7:30 P.M. in the Palmer Memorial Library, One Weller Place, to hear the following appeals.  In attendance Nicholas Noel III, Esq., Zoning Board Solicitor, Charles Roseberry, Board Chairman, Cherie Kavanaugh Board Member, Peg Kennedy Alternate Board Member substituting for Dan Carravetta, James Raudenbush, Zoning Officer, and Court Reporter Ted Rewak.

 

Peg Kennedy made a motion to accept the minutes of the July 7, 2010, zoning hearings.  The motion was seconded by Charles Roseberry, with all in agreement.

 

10-13 7:30 p.m. 2400 Northwood Ave, Larry Rappa is seeking a variance from section 190-168 E to have a gravel driveway as part of a minor sub-division. As per section 190-168E, all driveways are required to be surfaced with asphalt, concrete, decorative paving block or other appropriate material. This property is located in a Medium Density Residential zoning district.

Witnesses: Louis Rappa, Keon Rappa, Larry Rappa

Action: Cherie Kavanaugh made a motion to grant a variance in order to have a gravel driveway with the condition that the type of gravel material used is approved by Palmer Townships Engineer, and that a minimum of the first 20’ of the driveway is paved. The motion was seconded by Peg Kennedy with all in agreement.

 

10-14 7:40 p.m. M8NE2-25-5 (Northeast corner of Oakwood St. and Division St.), Colonial Builders, 4677 Stafford Ave, Bethlehem Pa 18020 is seeking a Special Exception from section 190-199C (2)(a) in order to build a single family home on a non-conforming lot of record. This property is located in a High Density Residential Zoning District.

Witnesses: Barry Fehnel, Colonial Builders, Marilyn Villano, 699 Oakwood St

Action: Peg Kennedy made a motion to grant a Special Exception to build a single family detached dwelling on a non-conforming lot of record as shown on exhibit A-2 at the time of the hearing. The motion was seconded by Cherie Kavanaugh with all in agreement.

 

10-15 7:50 p.m.  2918 William Penn Hwy., Kristen Laskowski, 238 W. Goepp St Bethlehem Pa 18018 is seeking a Special Exception under section 109-209C in order to operate a beauty salon within a space that previously housed a delivery/take out food establishment. This property is located in a Heavy Industrial zoning district.

Witnesses: Kristen Laskowski, Stylez Salon Owner, Sarah Fox and Sunya Summers, Stylez Salon Employees

Action: Cherie Kavanaugh made a motion to grant a Special Exception in order to have a beauty salon with the following conditions. The salon will be limited to seven chairs with one of the seven chairs being for a child, the salon will also have two nail stations and the hours will be 9-6 Monday thru Thursday, 8-6 on Friday, and 8-4 Saturday with signage meeting all applicable codes. The motion was seconded by Peg Kennedy with all in agreement.

 

10-16 8:00 p.m. 2804 William Penn Hwy., Ken Chiu is seeking a Special Exception from section 190-199 F in order to change a non-conforming use to another non-conforming use. The applicant would like to operate a beauty salon within a building that previously had a financial institution in it. This property is located in a Heavy Industrial zoning district.

Witnesses: Ken Chiu, applicant, Jim Preston, Esq.

Action: Peg Kennedy made a motion to grant a Special Exception for a beauty salon with the following conditions. The salon shall have 6 nail, 4 pedicure, 2-3 waxing stations, with 4 chairs for hair styling. The hours will be 9:30-7:30 Monday thru Friday and 9:30-6:30 on Saturday with all signage meeting current applicable codes. The motion was seconded by Cherie Kavanaugh with all in agreement.

 

Having no further business to discuss, the hearing was adjourned at 9:30p.m.
