MINUTES OF ZONING HEARING ON TUESDAY, DECEMBER 2, 2003
The Zoning Hearing Board of Palmer Township met on Tuesday, December 2, 2003, at 7:30 p.m. in the meeting room of the Palmer Memorial Library. In attendance were Chairman, Dan Caravetta, board members, Charles Roseberry and Cherie Kavanaugh, John Embardino, zoning officer, Ted Rewak, court reporter, and solicitor, Nicholas Noel, with Edward Sieger III representing the Express Times newspaper.
03-47 – 7:30 P.M. – Linda
Janson, 3340 Rocky Lane, is seeking a special exception per section 190-29C, to
produce and sell decorative candles as a home occupation in an LDR zone.
Witnesses: Linda and John Janson, Ms. Lisa Brown
On a motion by Charles
Roseberry and second by Cherie Kavanaugh, all voted to approve the special
exception with no signage and business vehicles.
03-48 - 7:40
P.M. – Dirk Odhner is seeking a use variance from sections 190-76, 190-77,
190-78 to put a light manufacturing wood mill working shop into an existing
structure in a GC zone at 3405 William Penn Highway. He is also seeking various site relief from sections 190-263,
190-265, 190-266, and 190-267 of the William Penn Highway overlay regulations,
and relief from sections 190-168 G (3), parking setbacks and 190-199 B,
continuation of a non-conforming use.

James Preston, Dirk Odhner, Ron Snyder Jr., and William Cobel
Board member
Charles Roseberry recused himself due to personal interest in this matter
before the board.
A motion was
made by Daniel Caravetta to approve the special exception as a change from one
non-conforming use to another non-conforming use and to place conditions
limiting the hours of operation from 6 a.m. to 6 p.m., limiting the signage to
the dimensions of the signage presently existing on the structure with any
illumination to meet township regulations, to maintain northern screening as it
presently exists, to add screening as presented along a common line with a
residence to the east, and to require head-on parking in the parking spaces
abutting the northern end of a proposed addition with consideration given to
some form of barriers to protect the building from vehicles. Cherie Kavanaugh seconded this motion with
two votes to approve.
Having no
further business to discuss, the hearing was adjourned.
